Buddhists accept below 3 level seal among one of the six.
Level 1,
seal (a) if someone who takes to refuge in the three jewels, then the person can be a Buddhist.
Level 2,
seal (b) if someone who believes in cause and effect( karma and cause) or consequence and emptiness, that the person must be a Buddhist.
Level 3,
if someone who accepted four seals below is must be a Buddhist.
1) accepted; all things are impermanent,(changeable)
2) accepted; all contaminated things are suffering.
3) accepted; all phenomenons are emptiness.
4) accepted; Nirvana is peace.
Buddhist meaning
those who accepted these seals are can be called Buddhists. But pure and genuine Buddhists are must needed to intake to the refuge to three jewels and accepted their vows of three jewels to the refuge.
